That is my thought when I see a large pickup with the four headlights that are standard and lit when on low beam. They are blinding when following or approaching from the front.

I once drove a 1988 MB 300E.
I replaced the headlamp bulbs with a pair of bulbs with a normal low beam wattage, but a very illegal high beam, wattage wise.
So high I needed to put in a special power cable directly from the battery with a relay to turn on the high beam.
When anybody approached my car with their high beams on, or their fog lights I blasted them with those wonderful high beams.
Wish I could put a set in my present car.

And what is legal wattage? and what is normal
In my state the law says you should be able to see at 100yds, which is darn near impossible with standard headlights.
And in todays cars headlights are no longer adjustable I know this because I want duo readjust the head lights on my 2018 Grand Caravan, guess what no adjusters!!

DOT standards are 55w low beam, 65w high beam. Anything higher is not street legal,and is for off road.

Yes, but most headlights today are LEDs. Those wattage levels are for incandescent or halogen lights and are not applicable to LEDs. An LED of 55 watts would be eye-searing at the least.
The US standards on auto lights are very confusing and for the most part, the US has lagged the world in modifying the regulations for new lighting systems. I suspect the issue today is the color of the LED lighting. Incandescent lights have more yellow in them while LED lights are very white and more eye-catching making them appear to be brighter. They probably are not any more intense in lumens or candelas, or whichever measure they are using.
I think the bigger problem is just rude drivers who feel they have no need to dim their lights for oncoming traffic. Probably the same ones who tailgate and flash their lights or drive on the shoulder to jump ahead of you in line waiting at the on-ramp.
