I bought this for my wife last year...there are reviews...it is capable of what you need...and the wife likes it quite a bit. I paid a few hundred more back then...they may have other models...dunno...but it has a good marriage of gear under the hood.

These links should help. You don't need a supercomputer to process images. 16GB of RAM is commonly recommended. An SSD will be faster than a hard drive, and you can use an external drive to store lots of images if the computer doesn't come with enough storage. "Best laptops" often means the sky's the limit, so consider specs and prices. No one really needs "the best." Don't hesitate to come back with questions and receive totally contradictory answers. 😂

Given your price limit, I suggest you check out laptops made by Lenovo. Screen size of 14 to 15 inches, I TB SSD drive and RAM at least 16GB. The video card in the laptop will add to the cost, but might be needed if you want to use Photo editing software with advanced noise reduction and sharpening features.
Tell us the name of your photo editor will get you better advice.

MSI Prestige 14 Intel Evo Platform Laptop - 12th Gen Intel Core i7-1280P - 1080p - Windows 11 from Costco. 32 GB of RAM and 1TB SSD. Currently on sale for $799. I paid moderately more a couple of years ago.
Great transfer to USB SSD and runs Bridge and PS like a champ. Light.

Before you buy, go to the website of the software.
Look on the website for the system requirements for the software.

Most have a list of minimum requirements and recommended hardware and operating system.

Be aware that if you go with all the minimum requirements the software will be very slow if it works at all. I suggest you look for a laptop that meets m9st, preferably all of the recommended requirements.
Upgrading a laptop is difficult and expensive so it is best to get what you need on the first place.i hope those works.

PS: IF the vendor cannot provide what you want, find another vendor.

I have not used Dell so I cannit recommend them but I believe they will custom build a laptop for you.

One thing I'd definitely look for is a discrete or dedicated graphics card, it will do better for image processing. I would prioritize a better graphics card over a SSD on a budget.

Exactly why I purchased the one I did for my wife. 4GB of GDDR5 VRAM.

Gotta have something like that for photo editing.

While I agree in theory, the MSI I previously mentioned, with its onboard graphic card and 32 GB of RAM and 1TB SSD works great with PS.

I just purchased the touchscreen version of the 9370 Very satisfied so far. Came w/W10 pro but immediately upgraded to W11.

If you find something you like,you may want to watch the site for a while. There are periodic sales. Also if you like something that is out of stock, just keep watching...sooner or later more should show up
