In a quick search it looks like a "low profile" graphics card may fit in your computer. Now, whether the card that will fit will do the work you need done (Topaz) in a reasonable time frame remains to be seen. Someone that knows this computer and graphics cards should be able to answer. The i7 and 32 gigs of ram is probably OK. Topaz probably has looked at cards and what works best. Also, need to check Power Supply to be sure it will handle it. Souped up this computer may be OK.

GOOD POINT about the Power Supply!
I would suggest that one purchase a complete machine with an adiquate GPU already installed if not familiar with
Building modern computers from the ground up. Many OEM's use NON-STANDARD power supplies in some of their products which may be hard to replace. Many GPU's require additional power cables to provide needed power.
Price range might be closer to 1500 to 2K for a really satisfactory computer with fast grapic response.
Many thanks to all of you but I have called in the Special Forces (my grandkids). I gave the Topaz minimums and told them I want to exceed them. So far they have come up with a HP Victus L15 desk top with 32 gigs of RAM, 1 TB SSD, Ryzen 5 5600G 3.9GHz, and an AMD Radeon RX 6400 graphics card. They will have to do some of the upgrades but it looks like this will come in around $850.
Again, my sincere thanks to all of you. I'll let you know how it turns out.

If I would have known you had special forces (grand kids) around I would have bowed out long ago. They can't be beat -- something in the new genes. Oh, and maybe a second drive because of lots of pictures need lot of storage.
I just bought the new Mac Mini with the M2 chip and it's very fast with Lightroom and running Topaz plugins. The Mac Mini starts at $599. I increased the SSD to 512GB and the memory to 16GB to hit $1000. I like how small the footprint is and its blazing fast Thunderbolt 4 ports to my external drives where I store my photos. I highly recommend it.
I am in dire ned of replacing my Dell deskstop whcih has gone entirely bonkers. I am planning on a Dell desktop, I am not interested at all in gaming but do have a lot of pics in memory that I will want to transfer. Does anyone know of a guide for changing computers that explains in detail how to save and transfer programs and how to effect the change from the old computer to the new one?

that may be a little tricky to pull off for under $1K. You could probably get buy with an Intel i5 or an AMD Ryzen 5. Don't be afraid of AMD processors unless the program specifically calls for Intel. AMD processors are less expensive and go toe to toe with Intel. A minimum of 12GB of RAM/Memory. Then I would not recommend anything less than a NVIDIA GeForce RTX 3060 graphics card or its equal. I work at Best Buy and primarily in computers and DI and this is what I'd recommend. You will not need more than 512GB of hard drive if even that much. This will depend on where you save your work to (i.e. cloud, external hard drive, or the computer hard drive). Best of luck

I was minutes away from buying the Victus the grandkids were looking at when I forwarded this thread and in particular your suggestion. After reviewing what I already have they agreed with you. So, I bought and installed a GeForce 1650 low profile. It is amazing how much faster Topaz runs now. Many thanks to you and if you are ever in Athens, Ga., Id love to buy you a beer!
