My response would be to launch a "weather balloon to drift over China and see how long it is before they shoot it down. Then there would be no problem in shooting down theirs!

I heard a news report yesterday that Biden wanted it shot down but the Pentagon talked him out of it. They didn't say why though.

I used to work with Environment Canada. We launched a large baloon for weather research purposes. It was equipped with a device to allow it to deflate on command.
The valve failed and we soon found that trying to shoot down a large balloon of this type is really tough. An RCAF pilot eventually figured it out and flew his CF16 at it and sliced it open with his wingtip.
Hopefully the U.S. military won't waste their bullets on it!
Now announced .. Biden is planning to shoot it down ..! By the way .. the the spy balloon has been sending real time data to China .., so they have the photos and data already

The Chinese recon balloon has already been shot down off the Carolina coast with a Navy salvage ship on site to recover it for intelligence collection. Despite our military doing the responsible thing, it appears too many people want to make it a political issue. By recovering over water, people and property are not put at risk and the platform can be recovered intact with the greatest possibility of intelligence collection.

The winds blow in different directions at different altitudes. By changing altitudes you have some control over the direction you will be blown. With all the solar panels on this one, they could use an electric propulsion system.
