It isn't attached to the house, that is a separate building. Possibly a guest house or workshop. And as some pointed out it could be a repurposed silo or airplane guide light.
Makes a great lookout tower to spot "those relatives" coming a long way off. Time to lock the car in the garage, lock the house and hide so they don't know you are home.
