No. It's possible to turn on airplane mode, then turn wifi back on. The cellular phone/data/text capability will remain in airplane mode, while wifi still works. This is common practice on cruise ships, where cellular at sea roaming charges can be sky high.

Probably use "no roaming". Don't know what it actually called. Roaming charges are what kill the budget.

No - roaming starts when your provider looks to connect with you to place a call to find out where you are and if you're available, and actually is going on almost 24/7. It originates at the 'home' location where your plans is based and uses a 'spider' type daemon to reach further and further away until you are located at that time.
My daughter's husband travels more than occasionally to England, and uses a plan that cost about $10.00/day that allows him to call home daily. I think his carrier is Verizon, but most likely other carriers will offer similar plans. The plan is not a permanent one, and he only activates it when he is planning to use it - maybe 30-45 days a year. Not as cheap as waiting for free WiFi, but very convenient.

Phone calls CAN go through WIFI. The town we live in has such poor cell service that's the only way we can use our phone at home.
But you have to enable the use of WIFI for the phone, so you can just turn it off.

At&T wireless has a similar plan $10/day - will charge you max 10 days within a billing cycle - full access calls, text data (same data limits as your at home data limits) I have it on all the time and it just activates when I am abroad - extremely convenient. Forgot to mention - only charges you for the days that you use it.
