Maybe CC is only a photographer when he's not using his phone…which doesn't shoot RAW by default but some can do so depending on phone os, version, and app used. But maybe he's a legend in his own mind too:-)

Think of JPEG as a "rendering" with green grass, shadows, blue sky etc.
Think of RAW as the file that contains all the possible points and distances and directions relative to each other all in one place.

There are so many problems with information in that article and on that site, I won’t bother to comment, other than to say that neither RAW nor raw is a file extension. The DATA* are raw, okay? The file extension is .CRW, .CR2, .NEF, .RW2, .ORF, etc.
*Data is plural. Datum is singular. It’s Latin…
