I had an issue with a desktop quite a few years ago (don't remember the brand) after talking on the phone with a tech, they finally said the x%#/** unit is bad. I asked what that unit was and they said "it's a component inside the desktop". WOW I would never have thought that.
I played with one of the fake support folks for almost ten minutes until this final exchange.
He asks me to hit Start then enter a URL so the he could take over my PC and "fix" the trouble.
I said You want me to enter in some random URL just on your word? No way
He asked have I been screwing with him this whole time?
I said Yes, I have, You've been screwing with me too, right? He didn't hear most of that as he had hung up

Unfortunately, many of those call centers are in other countries, where is almost no one who speaks English as their first language. So, get used to that. But that's business, ex=specially in this country nowadays. No one can afford to do their business from the USA, they take it elsewhere, so, I'm sorry to say, it doesn't cost them as much to do the work.

They can, but they choose not to. A CEO can justify taking home an average of $18.3 million a year, but he can't afford to pay workers $15/hour.
