I don't think you will be happy doing LR/PS photo editing on a 17" screen. I got a 24" external monitor and wish I had gone bigger. And you can get as much computing power in a PC as all these laptop recommendations at a much lower price than a laptop.

I have an HP 17" Laptop from a few years ago.
They DO exist. I bought this for about $399 @ Walmart for playing DVD's and it works well for that application.
It has integrated graphics, will NOT upgrade to W11, an insufficient memory/processing power to run photo programs.

Yes, it is HEAVY [Even without a Video Card] and 17" is not comfortable to hold on an Airplane seat, etc...

I also have a Dell Inspiron 17R N7110 that is probably slightly older, with and I5 processor. Similar weight,
great as a desktop replacement but awkward for Laptop use.

17" DOES Exist!

What is the best 17’ laptop for PS use only? Budget is around 2K. Thanks

I've never heard of a 17-foot laptop!

I have a 16" laptop and I have no problem with PS. You can expand the image to work in fine detail. In preferences -> tools you can set the scroll wheel to do zooming.

You might have trouble balancing a PC, monitor, and keyboard on your lap unless you combine them in a laptop.

But 17' is rare, and probably more expensive.

I have several. They are great laptops. I only get the higher end ones though. I heard the $250 black friday special are not as realiable. I know some people who hate HP laptops. But I have been lucky and have not had an issue. I am on one right now. a 17.3" 3 drives, 2nvme, 1 ssd. I7-9750H RTX2070 5tb drive space. Color accurate 144hz display, 2019 I think.

I will second the option of getting a Dell XPS 17" because after researching extensively regarding what laptops are best for photo processing the answer was Mac Pro on the Apple side and Dell XPS on the PC side of the equation. I decided to go with the Dell because like you I wanted to keep my budget around $2000 and the equivalent MacBook Pro was way over this budget constraint. I was able to get a Dell XPS 17 9700 with 32gb of ram, an Intel I7 processor, Nvidia discrete graphics and a 1tb ssd for slightly over $2000. I did not go for 4k because I really did not see why it was that critical to have. After 1 year I can report that I love the Dell and it has the added benefit of supporting higher end graphic video games. To a point anyway. BTW, the display is extremely accurate as far as colors and the 17" is perfect for my aging eyes. I had purchased a gaming laptop prior to the Dell and I found it wanting as far as the display. It was great for playing video games on but horrible for processing photos.

Oh, my Dell is very speedy and I didn't have to skimp on memory or ssd size in order to afford it. In fact, I am able to run multiple high memory use photo processing programs like PS, LR, AP and Luminar Neo at the same time without having my laptop choke up. Don't get me wrong, I like MacBook Pros but to get the specs that I wanted I would have had to add a couple of thousand dollars to my budget limit.

From what I can see, Dell does not produce an AMD laptop, for this reason alone I would never buy one. To many other options. Lenovo, Asus, HP, Acer, Microsoft.

Dell's Alienware brand has some Ryzen choices, but not many.

You're not sending a spacecraft to Pluto, so don't think you need the maximum of everything. Below are links to tips on memory and processor.

The primary difference between a 17" and a 17' laptop is the pressure exerted on the shift key.
