If you really blow up your photo, then I think the correct answer is “both”. I believe that small black item on the end of his tongue is one of those insects.
(Either that or he’s giving you the raspberry)

Fred - I took the raw image, cropped it (extremely), then ran it through topaz DeNoise and Sharpening tools. The end result is below. I did attempt to add the image as an attachment, but it is so small that the preview is it - thus no download button.

The graininess of the extreme crop of a 24 MP image (D500) is very prominent. For future experiments of this nature, maybe I should invest in a large format Hasselblad. I will start writing the (GAS) grant application to submit to the CFO (Mrs. Sarkar).

I agree with you...too close to call. If I knew more about bird anatomy, it would help.
Whatever it may or may not be, we know it is a first rated photo. No indecision there.
