Believe it or not, I am using Picasa3. Google doesn't maintain it, but it is available as a free dowload from Google.com. It serves my purpose. Good luck.

Simple and free is IfranView and Faststone viewers.
For more complex and full blown editor there is Affinity Photo, which is just $50 one time fee. It is neck and neck with PS, each has superior points but Affinity is a one time payment of 50 bucks. I bought mine in March 2019 on sale for $40 and received numerous FREE updates. I highly recommend it, even with a bit of a learning curve. Learning is fun, not being able to do a task is irritating.

Yes, and this year I do not see upgrades that tempt me to update from my 2022 PSPro Ultra. The Ultra gave me the AI. Add to PSPro 2022, Topaz new AI trio combined into Topaz Photo AI and the photo world is magic; Now.

All the software mentioned so far is quite good, but each has its foibles. Get the trial version of each before you make a choice. For example, the Faststone image viewer is quite good for a quick pass through a set of images and some global adjustments. It is far less sophisticated than Affinity Photo (which is my main software). Which you might want may depend on how much you might want to do to an image. But you have many good options. Good Luck.
ACDSee Photo Studio Ultimate is as powerful (IMO) as LiteRoom) & is easier to learn. Another would be Corel Draw PaintShop Pro, probably the easiest to learn, both offer trials, excellent online support
