I'm going to guess that they are the Honor Guard who participate in veteran's funerals. The Elizabeth, NJ PD Honor Guard was at my father-in-law's funeral (he was a disabled veteran of WWII), and after the service they went outside and fired a salute with their M1s. Their presence was a surprise to the family (it was probably arranged by the funeral director) and greatly appreciated.
