I purchased Adobe PSE 2022 and am having difficulty getting started and understanding How to use it. I've looked at the video tutorials without much success. Can anyone suggest a good "how to" book to get me started?
What is it that you want to do with your photo or photos?
Books have become rare with the invention of the internet and YouTube.
You can find many PSE 2022 instruction books on Amazon. Some are relatively expensive, but others are priced under $15. You might also get by with one of those laminated folded sheets for about $6. You might also find used versions on eBay. As a long time user of Elements (I started with PSE 1 and upgraded every two or three versions to 2022), I can say that even getting a PSE 2021, 2020, or 2019 instruction book would do you, as each new version of PSE is just a slight upgrade from the previous version.
I can highly recommend the Scott Kelby series "Photoshop Elements for Digital Photographers". Any recent version, even used, as discussed above would be very helpful.

Look on Amazon. There are several books on PSE 2022 at various levels, including one of the Dummies series (not that I think you are that). There is also a plastic sheet that is, I think, $3.95.

I second this recommendation. You will not learn everything about PSE from his books, but more than enough to be considered proficient.
My only gripe is the text and highlighting used on the illustrations is a bit tiny.
I believe his latest (and perhaps last) edition is for PSE 2020. I looked for a 2021 edition to match my 2021 version of PSE without success a few months back. Some of the menus may appear slightly different from the version used in the book, but the overall functionality is still there.

YouTube has many very helpful PS Element tutorials. If you're in doubt as to which to watch, start with the basic "Introduction to Elements" type videos. There are many. When you progress to a certain point and want to learn to do a specific process, do a search on YouTube for that process. Chances are very good you'll find a video demonstrating exactly that.
I'm one who needs to SEE it done first and I've found the many tutorials very helpful. In fact I've posted a few there myself now, in an attempt to "Pass it On" to those it may help.
Elements if so very powerful and capable of so much. You'll be amazed at its' capabilities.

Try "Photoshop Elements 2022 For Dummies". It is a good book for begonne3rd that doesn't assume that you have and previous experience.
Check out Phil Steele videos. I like them and use all the time.

I suspect that even the guys online who teach Photoshop techniques could learn a thing or two more. Photoshop is a BIG program, directed toward many different uses. And there are several different ways to do things.
