The Windows Media Creation Tool will let you download Windows 10 or 11 and make the flash drive bootable. Boot to the flash drive and it will guide you through the formating of the target drive and install the os you selected. After you see that it all works, activate it with your license code.
I don't know what kind of image you have on your flash drive. You should be able to use the program that created it to restore it to a new drive. Just boot to the flash drive that contains the restore program.
