You will be bombarded with suggestions from all kinds of enthusiasts.

Has any one asked what kind of editing you want to do? PC or Mac?

In my world of teaching and writing stuff for beginners I found a half-dozen products that you can download for free, install and use offline and cost you NOTHING, unless you wish to donate.

My current WINDOWS fave is faststone image viewer at https://www.faststone.org/.

All in one, it lets you look at thumbnail views and full screen views with options to delete, save-as, etc. Move your mouse to the left and you get some pretty good editing tools plus cropping to specific sizes, frames and more. Move the mouse to the right side and you see the "exif" data that tells you what camera was used and how it was set. Again, it is free and you do not have to be online to use it.

I'd try that until there is some you need to do that it cannot do. The crowd that is into focus-stacking, astrophotography and extreme tele wildlife images can help you more if that is the direction you are headed.

I think the issue from the OP is subscription versus stand alone. I use PSE 14 and am always connected to the internet. Never tried to disconnect and run it that way but I don’t see why it wouldn’t work. My map location feature isn’t supported anymore because of my older version but it had to work through the internet. I never used it though.

Good suggestion - free always is the best way to start looking. SEE:

Not entirely clear about what is being asked, If it is subscription vs Purchase that should be clear enough. But I would also point out that even'Purchased' software is usually not free forever. If you change cameras or upgrade computers over time you may still need to buy a 'New Version' Updates to existing versions are usually free.

This free one is very good but there is a learning curve.

Per my post just above:

The OP said: "Is there an editing system where I can purchase the software and apply it to pc’s not online?"

Why does nobody pay attention to what the OP is asking, and answer his question?

Affinity Photo is a good complete editing system and is very very capable. 59 bucks unless you catch it on sale. I paid 25.00

I assumed he meant that it’s not a subscription.

Not knowing what type of camera gear you have leaves open various editing app from manufacturers as well. I started with Nikon's VIew NX. Also you did not mention your system for editing.

Be sure when browsing all of the choices that you check the minimum system requirements. Do download trials. Photoscape X comes to mind as it is fairly easy to learn and there is a free version. GIMP while a great free editor ii has a fairly steep learning curve. Neither require a constant on-line connection.

Good luck. Let us know. There are many choices.

I favor ON1. It's the most intuitive to use and some of their newer features such as their sharpening routines are just fantastic.

Again --- the key to his question/search is - from his post: "the software and apply it to pc’s not online" --- PC'S NOT ON LINE!!!

Some software requires that it be used with Internet connection, and it's validated in that way -- calling home, as it were, and it cannot be used otherwise. This is true for subscription or non-subscription. I use ON1, and it requires Internet connection, normally, but it also provides a way to set it up such that it can be used without Internet. It's very easy to do, and I have utilized this provision because of the many Internet outages here!

Again, the OP is asking about software which can be used offline!

Be sure to check out ACDSee -- they have several levels of stand alone (non-online, non-subscription) programs depending on how many features you want. I have been using it ever since switching from film SLRs to DSLRs many years ago.

Photoshop Elements is one.

I would recommend Photoshop Elements (PSE or just Elements) as a very good app. It is a stand alone and does not require internet conection to use or install, if you purchase it with the disc. The app has many of the same actions/processes of the online cloud version of Photoshop but not all and at less cost. Often you can get it for a reduced cost near the end of the year but that is not long before the new updated verion is reeased. Usually the updates are released with only small improvements from the previous year and you can wait for a few years to upgrade to a newer version.

I'm still running PSE 2019 as I have not needed the improvements available in 2020 to 2022. Maybe next year I'll get an update.

In August 2022, that serial number will still have to be verified by Adobe to complete the software install. Also, all updates since the software was written to the CD should be downloaded and installed. There's no completely offline island in today's world for today's current software.

Once installed, registered and updated, then an 'island' computer could be used with PSE.
