I used to fly international routes for TWA. On one of my first trips, I had a layover in Frankfurt and went into a store to buy beer to bring home. I didn’t have a cart but found an empty one in the store and used it. A few minutes later a women chewed me out royally in German for taking her cart. That’s when I realized one had to pay a deposit for a cart.
The lack of courtesy and education toward others is something that is plaguing America. I see acts like this one all the time here in Miami and I tend to do exactly as you did. Not respecting these handicapped reserved spaces is also very common and not to mention those that have in their car a handicap sticker and there is no handicap condition to be found in them. Unfortunately I do not see anybody enforcing the law.
We Americans are lazier than the Germans. In Berlin a deposit is charged on items that can be recycled. We could use some of their ideas.

Deposits are charged on plastic and glass containers in some states.

I’ll echo that comment. I’ve seen carts being left within 10 steps of a corral. The epitome of laziness or just plain not caring about anyone but themselves.

It's amazing how many selfish people you come across at the grocery store. Sometimes I catch a driver dumping his/her cart beside their vehicle as they're about to leave. I say "don't worry, I'll return that for you". I get a puzzled look that says, well, they're confused. How can they not know what they're supposed to do?
The apex of laziness. It irritates the hell out of me. Ex. a few years ago at a Home Depot, my wife's 2 week old Ram truck received it's first dent when a guy emptied his car and just shoved it away. We were just exiting the store and saw him do it. We both ran to try to get it before it hit, the cart won. I thought she was going to cry. Lazy ass.
Shoplifters couldn’t steal nearly as much without a shopping cart.
In most states the tag says to remove before driving. I have seen many things hung on rear view mirrors including woman's panties. Be careful when you hang the tag there, some older cars have wires running up the mount. I know, I USED to hang the tag there, $ 178.36 to repair the wire harness.

Aldi does. It costs 25 cents. It's in Rockledge Florida
