There is a considerable quantity already flowing through the Canada-US pipeline which delivers to a distribution-point in Oklahoma, thereafter piped to South Texass refineries. The Keystone XL portion would have completed
a section from Alberta through to Baker, MT, where it would have been mixed with Bakken Formation shale oil, and the resulting higher API gravity oil pumped down to refineries near the Southern coast.

A problem is the Canadian oil API gravity is very low, (8 > 14 < 20 API gravity) and more suitable for refining into Plastics than fuel (gasoline); although some might be refined to Number 2 Diesel. [unusable for road-fuel].

Heck, now that gasoline is more expensive than designer bottled-waters, we can just stay home and drink OH2!

The other sections (phases 1 through 3) are currently delivering oil.

Some people will go through great lengths to prove the dipstick in chief competent.
One argument I saw is the oil companies are gouging to make him look bad. Some people need to back away from the num num juice

Number 2 diesel is used for road fuel (assuming that means fuel for vehicles that drive on the road) all the time.
