Agreed and I may need to revise my comments. I see the tour company sells 5 hour tours for up to 16 people, which, plus 2 crew is what I count, so the boat isn’t actually overloaded, but like you, I find the lack of PFDs concerning. Perhaps they’re under the seats, but I’d prefer to see them worn since the charter operator has no idea as to the swimming capabilities of every passenger.

Could it be the tour boat's tender & only making a 50 yard trip from shore to the larger boat? Still there should be life jackets and fewer people I would think.

And your point it’s ok to overload the raft and take tourists without life jackets because it’s only 50 yards?
