In the video Trump said that he "hoped" for large protests in several cities if the prosecutors (presumably DOJ) did anything illegal in their investigation of him.

The fact is that trump is trying to convince his base to bail out his businesses to desperately keep them afloat while facing numerous criminal and civil lawsuits with nowhere to run to bail him out of his financial crisis.

Until trump officially declaires his candidacy, he can keep billing his base and funneling that money directly into his businesses.
