I initially took the original image.( See attached) and cleaned up the background. I then scaled up the Frog Statue a bit to make it larger. Now, if you are a Creative Cloud subscriber you have access to a free Watercolor Photoshop Action that you can obtain by going to your Creative Cloud panel. I used this action but I didn't really like the way it turned out. I did notice, that as I watched the action run there was a spot where it showed the image that I liked. So what I did was I edited the action to put a STOP feature at that exact point. In the Message box I put, ( You can Stop Here if you like this look or Press Play to let the Action continue running.
Now I had the preliminary image that I tweaked the contrast a bit. Next I took the image into iColorama on my IPad and did some brush painting and texturing and then back to Photoshop for slight levels adjustments.

Thanks for that, interesting to learn how you achieved the result. I’ll have a look at the action.
Why not make it look more like the "Thinker" who is staring down more?
