I am surprised that you were able to lift/separate the foreground from the background, including the wisps of hair. I have never tried this effect. Was it easy?
Think mine was about 2012, makes me motivated to go through them and post any good ones that I could have taken. There must be a few good ones, even a blind photographer could take some good shots of Tiana.

takes some practice - don't even go near the hair - duplicate the layer in PS - blur the entire duplicate image - create a mask . . invert the mask and then selectively paint in the blur where you want it . .

I don't do a lot PS... 'cause I ALWAYS get it right first time in the camera!!!
