I think it's funny. I think it's a man, (hairy legs and moustache), looks like he's wearing shorty pajamas and a woman's coat, cheek blush and eye make-up and the dog isn't walking. Makes me laugh.

Agree completely, this is FUNNY! Yes, the shorts (boxers? pj's?) in winter, and also an unzipped coat, carrying a dog bundled in an arctic-quality parka with a hood! People are so weird. Great catch!
