You may wish to try all of the USB ports available, also. One may work for it!

Maybe try airplane mode.

I just bought a Seagate external drive which didn't do anything. Go to Seagate website - support - products - external portable -one touch Hdd (or whatever yours is) - downloads - Toolkit support - downloads - download Seagate Toolkit for Windows. Worked for me!

It is now working fine. No idea why. I know I posted this somewhere, and I thought it was on this thread.
