Remove the top and bottom match on the middle zero and place them on the left most number making it an 8. Then you have 8118.

Actually, 999 is the highest number for conventional thinkers. As the title suggests, you need to think laterally.

That’s correct. You need to MOVE two matches to the right of the number 8, as shown on page 3, to get the correct answer of 51181. The matches are not removed. They are still very much a part of the puzzle.
