I see folks here use the term "artistic photography". It's not always clear to me what they mean by that. Anyone want to give us their view?
A bad image you can claim as good.
That's like asking what artistic painting is.

I would imagine that it is more than a simple snapshot, or as some would refer to as SOOC (straight out of the camera). "Artistic" implies a "value added" component. The problem is that art can be both good and bad - so the term is pretty much vague and meaningless.

It can even be snapshots. "The term snapshot aesthetic refers to a trend within fine art photography in the USA from around 1963. The style typically features apparently banal everyday subject matter and off-centered framing. Subject matter is often presented without apparent link from image-to-image and relying instead on juxtaposition and disjunction between individual photographs."

I may not be able to define art, but I know it when I see it.
There are no rules for good photographs, great photographs have just one: the photoshop work is exquisite.
Went to a gallery downtown and gathered some examples. Acoarst that ducks the question of a definition, but it seems like worthwhile form of reply.
These are phone snaps and sometimes there is some reflection in the glass over the artwork.
In the Google result bill_de provided is a quick definition:
"using photography as the artist's chosen medium for creative expression." I like that a lot.
I believe that on UHH the term is often used when the viewer sees a scene or subject photographed in a different way from how they might shoot it.
This could be due to the light, the weather, or viewpoint/composition. For me it's when the photographer is attempting to capture something like shadows, light, shapes or color rather than a documentary or literal shot. For example, the first below is not a photo of condo garages that you'd put in a real estate brochure, though I'm not saying it's art either

In this photo I was attracted to the structures (hops growing apparatus after a harvest), plus the patterns created by the rows as seen from a particular pov. The angled pole has been the subject of some debate here within the mustard yellow pages of UHH
