This looks like a photo/painting through a shower door. There is a New York artist named Alyssa Monk (if my memory is correct) who came to prominence with this type of look. This is well done!

Here is one of Alyssa's paintings. She has a whole series of them and did classes around the country on how to do this technique. I love her work!

Can I elaborate please?
IMO the filter should add something to the OPs picture. I don't think it does. From what I can see it's a well posed and framed picture which could possibly would look better without the filter. The OP has already expressed reservations about it, perhaps he could explain why please? Perhaps it's an attempt to disguise the models identity?

Well this treatment does nothing to hide her identity. I’m not sure why I added the oil paint effect. I guess I liked it at the time. I was probably in an effects phase??? At one time everything had to be solarized; then it was sepia. Sometimes I wobble in revolution. You live and learn (or grow up).

I’ll try to post an untreated version. We ask that you kindly bear with us as we find our bearings.

Never, ever apologize for artistic decisions you have made. If someone does not like it, let them produce their own. You are the creator, and some will like, and some will object. That is where the term "objective" comes from. Create without fear!
