Could it be Spotted Lanternfly eggs. Googled it and pics look very similar to what you have posted. It has already invaded NJ and Rockland.

It could be one of the "slime molds", which are not fungi although they sure do look like it.
Here are some slime molds in New York from iNaturalist. Slime molds are weird.

the best match is the second row down, far right. This one will change color from red to pink to white depending on ... oh, I don't know.
