That's called a chronological filing system. Last thing you did is on top. Need to find something? How long ago was it? That will tell you how far down in the pile to look.
Sometimes you have to figure out which pile though.

I continuously tell my wife, "Please do not assume that I don't know what I'm doing. I have everything misplaced exactly where I can find it and everything is in a well regulated and systematic state of confusion."

It's not a condition; it's the work system. My desk is the same way. Every so often, I take everything off the desk and put it into a cardboard box. (Amazon sends them to me for free almost every day.) My plan is always to reorganize all the wiring and USB hubs, etc. The reality is that I accumulate boxes full of stuff.
