A friend of mine wishes to convert some 8mm home movies to digital for his mother. His issue is how to reduce or eliminate the flicker. He has a concern that viewing the output might cause his mother to have a seizure. The film projector has a fixed frame rate and he's using a compact digital camera, which doesn't have the ability to vary the frame rate, to capture the image. Unfortunately, that's all the info I have. Any help or suggestions would be appreciated. Thanks.
Have the film PROFESSIONALLY transfered to digital.
That's my WAG.

Thanks for the reply. Any suggestion for reputable organizations that do transfers/conversions?

Sadly, no. I never climbed onto the movie-making bandwagon. I imagine others will add their fav movie to digital 'transferers' soon.
Good luck
