I think I used to have a program that would combine images in a mish-mash way - overlapping, turned different ways. I thought I had one at one time. I see programs that combine them neatly on a page, but I can't find a jumbler. Any help

Photoshop Elements has a collage mode where you can place overlapping images that might do what you’re looking for, Jerry?

Microsoft Research Auto Collage allows multiple photos to be overlapped soft edge results with 1 primary and 1 secondary photo to have adjustable sizing. I believe it is not in production but you may find an old copy somewhere.
Andrea Mosaic allows you to use thousands of photos to turn a single photo into a mosaic. It will flip, turn, etc. all the photos to give the best rendition to the finished product. Again, may not be easy to find.

Thanks. I tried something from MS, but the overlaps are add-ons supplied by the program, and it's all online. I could put a funny hat or beard on someone. Yes, I've used Andrea - very nice.
I think I might print, cut, paste, and scan what I want overlapped. Old fashioned, but it works.

Hmm, my program is definitely not online. Resides on my computer. No funny stuff or addons. On that note it is not very configurable as far as which photo goes where but there is a redo button that I use quite often to get as close as I can to what I'm looking for. The program does a random placement with the exception of first and second priority pics. You can govern how much overlap and how much of the photos are chosen. It even has facial recognition to some degree. If you'd like a copy let me know and I'll send it in a pm.

I think the free Photospills will do close to what you want. Or, alternately, any program that supports layers could do it.
Picasa is an oldie but it does a nice job
I have 2 easy ones for you:
Check out Photo Pad by NCH Software for your PC or laptop. They have a random kind of college maker.
My favourite one is called "Collage Maker" which is intended for Android-based devices. I use it on my cellphone and tablet to make collages. I use them or my portable travelling portfolio for when I visit potential clients on sales calls. I have dozed of them in each category. It takes me only a few minutes to make these collages. There is a wide variety of presets and the random freestyle feature. Their ad many choices of background colours, borders, round and straight corners and you can even add type. It's touch screen control- you can quickly change the size, tilt, position and overlap of each image. See attached examples.

Although it used to be free, it's not anymore. I think that was the program that would let me do one viewing without paying. Unfortunately, all it would do is arrange all the pictures neatly on the screen. I'm going to print the pics I want, cut them out, arrange them, and scan that.
