To me it seems like it was from a newspaper.
Just wonder if anyone can edit it to make it a bit clearer.

I edited it , but I couldnt make it much better
There really isnt a lot to work with...I'm sure some of you can fix it up a bit.

If so, can you scan it at a higher dpi?
Post in the post processing forum. Looks hopeless to me.

Not much "data" in there to enhance I'm afraid. As Hamltnblue suggested maybe a higher definition scan would help. Sorry
It can't be turned into a wall hanger but I tried to make the people more visible.
First, take an iron to the paper and iron out that crease to get a consistent lighting across the image. Is this an actual scan? It looks like a photograph of the newspaper taken with your camera or phone. Also, the lack of detail makes it look like it’s only a section of a larger newspaper photograph. You would be better off duplicating the entire image to increase the visual detail. Elliot’s efforts, above is about the best you can hope for, I think.

In PhotoShop, sharpen it lightly and add contrast. You can also take the right side and darken it slightly to match the left side. Always save the original while working on the second photo.

Certainly far from perfect but I played a bit with contrast, smear tool & burn tool.
I don't know if this is any better than the others, but its the best I could do with the software I have.

Tell us more about the original. I assume you have a newspaper clipping so results will be limited.
You need to use a scanner to get a decent copy. Alternatively, a camera mounted to a proper copy stand is appropriate. Once you have a color tiff file. Go to Photoshop or a similar program. Separate the color channels. (Red, Green, Blue). The newspaper is likely to be yellow. Use the channel mixer so that you have 0% blue. Some combination of Red, and Green will likely give you the best possible result. Adjust contrast as needed perhaps with curves. Remember this is a half tone image composed of little dots. Resolution is limited. Copy the whole Photo and do not try to enlarge it beyond its original dimensions. You need a better copy. With a scanner copy at about 600dpi - that is more than you get but it is helpful have more info than you need.
Here is the best that I can do with your image. I used only the Red Channel, adjusted the histogram, and applied a couple levels of sharpening. You need an image that can resolve the halftone pattern for a bit better results.

I believe this was taken at the Ice Rink at Rockefeller Center in NYC. The legs behind the band are the give away. A good job improving by other UHH members.
