Yellowstone series. Everyone is bad there are just different levels of bad. The least worse are John Dutton and Rip his button man. Gotta problem get Rip. Go to youtube and type Yellowstone motorcycles and watch Rip in action.
All the people who are trying to take Dutton's ranch are the worst. The next season starts in June on the paramount network

I would also put up Gary Oldman for just about any villain he played...especially Stansfield in The Professional and Drexl Spivey in True Romance.
With all the villains listed in this topic...I would have to think if they were all pitted against each other, the character Dr. Hannibal Lecter would come out on top based on his intellect and animal viciousness.
