I thought Ralph Fiennes in Red Dragon played a pretty good villain as well.

That sequel to Silence of the Lambs was actually a remake of "Manhunter" starring William Peterson as the FBI agent, later Jody Foster's boss in "Silence..."
A truly evil character was the monster in "Human Centipede"...a movie so disgusting that nobody should ever see it. I regret that I did.
