Is the IRS still in business?
I originally electronically filed my daughter's 2020 tax return but it was rejected by the IRS. Tried calling them for 10 days but only got a message saying, "call back later", "call back later", etc., etc. So I printed the return, had daughter sign it and mailed to the IRS in Ogden, UT. I mailed it on Mar 18th and paid for Certified Mail and Return Receipt Requested. It's been three weeks since mailing but haven't got the Return Receipt back from the PO. Does anyone know if the IRS is still in business or did it go belly-up because of the Corona virus?
BTW, I even went to the IRS office in Reno but they left, abandoned that location and aren't there anymore. Maybe the Ogden location has been abandoned, also.
As long as you have the receipt proving you mailed it in time you're safe from any penalties. So aside from just wanting to know, it doesn't matter how long it takes the IRS to get around to acknowledging that they got your return.
As far as USPS deliveries go, I watched Priority Mail packages I sent during last December take between 5 and 8 days just to get through the local processing center, then spend another week bouncing along the way to their addressee, where typical service in the old days was actual delivery to the destination in 2 or 3 days. Backups at the processing centers were the excuse given. I'd guess the backups at IRS Service Centers around return deadlines are even worse than the Christmas jams last year. (Although I have the impression that the Service Centers actually are their own post offices, and if that's so then the return may already be in the IRS building, just not through the incoming-mail scanning equipment yet.)
This is typical IRS performance in my experience....has been for many years, and getting worse.
They should fire all the IRS and TAX a percentage for ALL.

Have you ever known any government agency to function efficantly?
Will
Actually, back before the China Virus gave the Post Office the opportunity to let employees stay home at full pay if they just said they were scared to go to work, I got very reliable 2-3 day Priority Mail service to virtually any place in the 50 states. Shipped 500-1000 boxes a year, and only very occasionally had one take longer than predicted on the USPS-printed postage label. (Even got second day from St. Louis to Alaska once - picked up from my mailbox on Monday and delivered on Wednesday.)
Except at Christmas, of course, when all shipping by all carriers slowed down just due to volume. (You don't build infrastructure for the worst/peak demand, because most of the time it would just sit idle and deteriorate. That's why we don't have 8-lane interstate highways everywhere, and 16-24 lanes in and out of every metropolitan area to absorb all of rush hour at full speed.)
The reason your daughter’s return was rejected for electronic filing was because there was a mistake on the return. My wife and I file jointly and our 2020 was rejected twice. After thorough review my wife found the mistake (it had to do with the stimulus amount entry placement) and it went through electronically. We use TurboTax.
Filing by paper is not a good idea unless one has to. The IRS is so backed up with paper returns from late filings for 2019 due to Covid that it may be May or June before they get caught up.
My wife has talked to the IRS on the phone. The phones are open til 8 pm EST. The best time to call is between 5PM and 8PM.
There is a section on IRS web site where you can check the status of a return. When it was received and whether it is being processed.

We filed via tubo tax and i was surprised to see our small refund in the bank 20 days after filing
I am a tax preparer and I use Tax Act to file my clients's returns. When a return is rejected I click on the rejection notice and get the reason. It is usually things like a wrong SSN or an ex spouse claimed the child. Paper returns will take a long time to be processed, so efiling is best.
I read that the IRS has all of its resources working on Stimulous payments.
Did you ever wonder why there are different addresses for people getting a refund and those sending a check. There's nobody at the address for refunds.

I was told by the post office the IRS does not sign for mail. Right now the IRS is taking at least 21 days to process an electronic return. They took 4 1/2 months to process my amended return last year.
Late March 2021 I called them and talked to a real person who was very helpful.
