We are packing up to move and my wife found this in her desk drawer. It was made by Giftco Inc. and their web site has the following:

There is no logo on the item it has a well worn "Press Here" on the top which you can see when rubbed with a pencil. It will punch a 2 7/8 inch wide perforation in a piece of paper.
I have an idea what it was used for, but the combined knowledge of this forum is awesome so I'll let you confirm or dash my suspicions.

The resulting split ribbons would be extremely narrow though, is there a use for such things in the USA? At first look it made me think of making perforations across a paper tape for "tear off" tickets.

it is to shred special ribbons into very small strips, to make decorative bos for gift wrapping. I have had mine for perhaps 50 years, after going toa gift wrapping show by the makers of sasheen ribbons. it shreda an ribbon, maybe 1/4 inch wide int to VERy thin strips.
