Unless I get enticed by a deal I can’t refuse, I rarely (almost never) buy new. I go straight to the factory refurbs and/or reputable used dealers like KEH, MPB, etc.
I bought 2 over the years and extremely happy with both, and both were bought directly from the manufacturer, and not through a retail store. (if that matters?) A Canon 24-105L, and rare that it ever comes off the body, and a Nikon 105mm, F/2.8, also great! No problems with either ever. And yes, we shoot on both platforms :)

You didn't say whether the $6.99 lens is new or refurbished, but at that price I wouldn't be concerned.
The price of the lens is $699.00. Clearly, $6.99 was a typo in the O.P.'s post
I have never bought a refurbished camera, but laptops, two desktop computers, monitors and TV's and never had a problem. I figure most were something that just did not work on arrival, was sent back and fixed. However, the term seems to be changing to include used things, like the camera with all the counts mentioned above that have been cleaned, and maybe upgraded. Wording maybe a little different so need to read carefully. I would not buy something I believed to be 5 yrs old, unless age makes no difference, not electronic for example.
Thank you all for your responses and insight, much appreciated. I will be going the the refurbished lens.

I will sometimes purchase a refurbished or used lens when I just want it but don't need it. All the lenses I use regularly are purchased new from a reputable dealer. I do not purchase any non-oem lenses that are not new. My choice. Best of luck.
I just purchased a refurbished one from Tokina for my Nikon. It was an 11-16 f2. 8. It came well packaged and looked great. I love it. You can't go wrong. Works great and it came recommend from a friend that is a professional. He told me to go there and get that one instead of a brand new one. Wise choice.
I bought a factory refurbished Tokina 100mm macro lens several years ago and have been very happy with it.
All my Pro-Grade Nikon bodies are Factory Refurbished.
And they are stellar... My D3x's are my studio workhorses and have worked flawlessly over many years.
Have also purchased several Factory Refurbished Nikkors which appear to be brand new! And have also worked flawlessly...
I also own 4 Tokina optics that are absolutely stellar! One was new the other 3 were used in mint condition.
Tokina is well known for robust build quality on it's Pro Level glass...
Here is a press release on the lens you are considering
https://www.lens-rumors.com/tokina-opera-16-28mm-f2-8-ff-lens-announced-priced-699-available-for-pre-order-now/btw at 950 grams it's pretty heavy if you are thinking about shooting this for an extended length of time.
Also it has No Filter Threads! For many commercial shooters this alone may be a deal breaker...
Long ago I learned to rethink being the first kid on the block with a new toy...
Sadly too many times you may become a beta tester for the vendor... enough said.
Hope this helps Doug... All the best on your photographic journey...
And please stay safe, k? Thanks
I haven't yet but would buy a refurbished lens .There's probably a world of difference between refurbished by manufacturer and "refurbished by seller" -even if the seller is nationally known. I would stick with manufacturer and not worry.

MPB offers a 6 month warranty on the items they sell.
I've bought used and refurbished with never a problem.
I have not done it for my Nikon lenses, but I would consider doing it especially if it comes with a Nikon warranty. I have purchased lots of used Nikon manual focus lenses over the years and have never had a problem. They are built like tanks. A few cosmetic blemishes doesn't bother me at all.
I have a few refurb bodies and lenses. Depends on the pricing and availability when I am looking for something. Have bought used equipment too. All I suggest with refurbs is to test them critically when purchased. You read about how everyone on here has purchased some piece of equipment and then, dissatisfied with a quality issue, sends it back. That equipment gets refurb treatment. May be the original purchaser imagined the problem. Might be the product has an issue and Nikon passed it again like when it came out of the factory and now you have it in your arsenal. I have a refurbed 1.4TC III that is off. How can they f up a TC with 2 pieces of non critical glass? I convinced myself to keep it past the return period and now it sits like a paperweight as I am never pleased with the results.
