My thoughts? I wish somebody would give me a boat like that. I like the shot. Overcast, but that doesn't mean it isn't appealing - if that's what you were wondering. If not, then I answered your question admirably.

Overcast is one of my favorite times to shoot, if the image needs any work its much easier to do than if the highlights are blown out.

Personally, I would boost the vibrance a bit, then play with the Tone Curve sliders to taste.
