The Adobe Camera Raw (ACR) section in Photoshop Elements does a good job of providing all the basic adjustments that you mention, plus the Photoshop side of it provides tools that can be used for more advanced stuff.

Depending on the depth you're looking for (and cost), there is always the software you already have 'on board' called PHOTOS. It comes with Windows and is a basic editing software. There are many such programs available, (do a google search for FREE PHOTO EDITING software.
If you're looking for something a bit more inclusive... I suggest Photoshop ELEMENTS. It will do all you want and much more. It 'normally' sells for just under $100.00 but can be found on occasion for as little as $69.00 and up.
There is no 'rental' fee.... you buy it outright.

Although I am primarily a Photolab user, I completely agree with your assessment of the four best packages available which would meet the OP's requirements. LR/PS, Photolab 4, Capture One 12, and ON1 Photo Raw. I also agree that ON1 may eventually be a force to be reckoned with, and it is improving with every new version. However I think that ON 1 tries to do so much and therefore overall quality suffers. Capture One and PhotoLab have less overall features, but will give you much better results.

I have extensive experience with all these packages and currently have licenses for ON1 Photo Raw 2020, which I no longer use, and PhotoLab 4 Elite. I also have a license for Affinity Photo which I only use when I have a need for features that are not available in Photolab and the Nik Collection.

Once you study Darktable, please write a review of it. If it is like LR, is that just as an editor or does it have the database structure like LR, supporting collections and allowing non destructive editing?

So in addition to my previous recommendation regarding Topaz Products, have you tried the software provided with your camera?
It may be a download from the mfr. web site.

However, I like simple tools. I guess that I am just lazy, but I like specific tools for specific applications/jobs. So I use Topaz Products. They have a free trial period and I find that they work great.

I'm a fan of Topaz myself and in fact most of my serious editing I do in Topaz Studio. However, the OP listed cloning as important and I cannot recommend Topaz for that. PS is probably the best for cloning, PSP does a decent job. And of course there are a number of other tools that I cannot comment on.

You beat me to it. When I first saw Faststone, I was so impressed that I sent them $25 after using it for 15 minutes. Now I can afford $50 when I upgrade. I don't see how anyone can support a website without this tool.

I want to second this suggestion. I use Photoshop but still keep my DXO Photolab for its noise reduction and geometric correction tools which are, in my opinion, far superior to Photoshop.

Download a free trial of Adobe Photoshop Elements 2021 and give it a try. It will work with virtually any camera and likely handle everything you need and much more. It has built in support for new users. Even has special effects, but you don't have to use them. If you like it, it's not expensive... Usually $100, it's currently on sale for $70. If wanted, for another $12 you can add "Elements +" plug-in that extends it's capabilities (https://elementsplus.net/).

Photoshop Elements is for still photos only, not videos. If you need to handle those, too, a bundle with "Premiere Elements 2021" and Photoshop Elements usually costs $150, currently is on sale for $100.

Note: Apparently the sale prices end Jan. 9. So unless they are extended, don't spend too much time on that trial copy!

based on your post: Paintshop Pro 2021, will fill your request just fine. It is complete and will use PShop plugins. with this version (2021) it includes AI noise reduction which is very good, compares well with DxO and Topaz AI Noise. I use it. i also use On1, slightly higher price but also is very good., I also use DxO photolab 4, and ACDSee photo studio Ultimate 2021: all of these have 30 day trials. and plently of utube videos. You will see most praise adobe products but the above be just fine. I left the adobe stuff years ago, yet i will say for very high end creations Photoshop is best., but still PSPro does fine, and the tools operate almost the same. I like DXO, and ON1 for quick changes, ah heck i am just a collector of this stuff as well as a user. BTW, you really should get Topaz Gigapixel AI it is fantastic.
