Looks to me like a mount for a rifle scope to a tripod. It could be a lens if the inside diameter is adequate or the lens is small enough.

Y'all are all wrong. It's actually a gazinda. If you ever watched the Beverly Hillbillies you gotta know what a gazinda is. Something gazinda that thing and clamps down on it. Then they all hang together. Yep!

Talk about throwing things away. I threw away an extraneous lengthy piece of wood that came with a table. 25 years later when my daughter had the table she mentioned using a piece of wood she crafted to hold up the table's wing. Took a long time, we used the table without the wing extended for 25 years, but I finally realized what that wooden piece was for.

I’ll be serious. Really! Not knowing the size is a problem, but it is a mini shotgun mic clamp that attaches to a rubber isolated mic mount going on the top of either a dslr or another kind of video camera. I have used several over the years and they all were variants of this.
