I've been using Picasa for years now, and I just insert the SD card from my camera, into the card slot on the computer, and download to a photo file on the desktop. Then, when I open Picasa, the photo files upload to it. Easy as pie. The photo files are stored on your hard drive, not in picasa, but Picasa will display all the photo files that are on your computer's hard drive and maintain the PP done to them back to whatever photo file folder you select. Picasa works well for me.
