It is a House Finch. A Purple Finch would have more color and the head would be entirely purple.

It was very windy and cold so that might be the cause of the bedraggledness. He ate a few seeds and then just hopped up on the front of the feeder and stayed for a few min.
He might have been sick though now that I think about it.
