It's within his constitutional right to go to court over most any issue. Trump's problem has been that, once in court, his legal team has presented absolutely no evidence to support their allegations, and that is the reason they have experienced so many court rejections. Trump can claim in public and in his tweets whatever he chooses to claim regarding voting fraud and irregularities, but his attorneys will not risk their own legal entanglement by introducing those false claims in a court of law. When queried in court if their proceeding involved actual fraud, their own court response has been consistently 'no.'
Reality is that the voters so overwhelmingly favored Biden that Trump's legal team would have to win a number of cases and invalidate results in a number of states in order to upset the result of this election. The Trump team, due to lack of evidence that they are willing to introduce in court, has lost most of their court cases. There is no need for Trump to concede in order for Biden to prevail in this election, threatened or pending baseless court proceedings notwithstanding.
I read that certain Republican state lawmakers seek to introduce a resolution to delay PA's certification of the election results, and then U. S. Congress to declare the national election to be in dispute (
https://pittsburgh.cbslocal.com/2020/11/27/pennsylvania-republicans-dispute-2020-election-results-resolution/). However, they are too late with this move, as the current session ends Monday before a vote on the resolution can even be scheduled.
As others have responded, I wonder when Trump supporters will stop believing the fairy tales repeated by a desperate Trump. The election is over, and it is time to move forward under new leadership.

I find several bits of compare / contrast telling, especially about the abject inconsistency of both parties and the utterly undeniable affiliation of MSM with the left. A short sample:
1) Adam Schiff set up a defacto studio in the Congress hallway from which location he claimed (CLAIMED) for 18 MONTHS to have damning evidence of various sorts, none of which ever materialized. MSM sought him out almost daily to give a voice to his proof-free allegations. It maintained a narrative, you see.
2) Hillary Clinton called for Biden to "conceded under NO circumstances". I'm still waiting for her or for media to suggest she was in the wrong for her call to "inaction".
3) "Believe all victims" was a mantra on EVERY media outlet when Brett Kavanaugh was the accused.
I promised this to be short so I'll stop there, but do a little, honest, review. Did Schiff produce more or fewer sworn affidavits than the Trump group? How has the MSM treated Trumps legal documents relative to Schiff's eternal promise , like Wimpy, to 'pay you back Tuesday' ?
Please find one MSM report that suggested Hillary should have not demanded Biden refuse to concede, especially before the election. The evidence suggests the media were fine with a Biden refusal but suddenly find it offensive to battle wildly questionable methods, blockages, 4 AM miracles, and other 'irregularities'.
Examine the difference in MSM effectively quashing allegations against both Hunter and Joe Biden and their 4 year crusade to smear conservatives with unverified, anonymous and outright fictional accounts.
Both parties, predictably, change tunes depending on WHO is in WHICH chair, but media is supposed to hold everyone in power accountable, which is simply not happening. Just like the anomalies in the voting, every time media misses the neutral position, it favors the left. There are no political accidents, rather only people who refuse to find, or who actively suppress, causes.
