ScanCafe does great work. Register online and mail them your photos. They are based in Indianapolis and have a branch in Chicago. Prices are reasonable. They clean all work sent to them and try to repair scratches, cracks, etc. Check out their website.
I would think in your area there would be a photo finishing service that could do them, in an effort to maintain sales, many labs purchased equipment to do high end scanning.

Some reason you can't just have the negatives printed professionally and skip the intermediate digital steps. You said you wanted 16x20 prints. You can't get more resolution than what your film has. Are you talking about 35mm film? I've shot 8x10" film, you just contact print that to 8x10". For 16x20 or 20x24 I would print from 6cm medium or from large format.
Ham B & Jimmy B : Costco does not digitize 35mm negatives. They do Motion picture film, video, & prints but not 35mm film negatives .
Lamiaceae : First & foremost need digital for internet , etc. Making prints might come later but not first .
