Which operating system are you trying to install this on? It probably is not compatible with your system.

More info needed. What do you mean by "load it?" Do you mean put the disc in a reader? Did you try to look at the files on the disk? Do you see anything with .exe as an extension? If so, right click on that file and select "run as administrator." Still nothing, give us more info.
Just went thru same thing last week. The App as win10 interp. it thinks that is a CC based. Therefore it is looking for it in the CC and does not find it. The win10 helper thinks there is a problem with CC so it will tell you to uninstall the Cloud and reinstall it. Did that twice! There is an invitation to CHAT on the RT. side of the dialog box that will get you to a live "expert" that can help work around the problem. Took 8 hrs!

One last thing simple you could try is this. If you have windows 10, type the word run into the search box in the bottom left and press the enter key. A window will pop up, then click browse. On the left side choose 'this PC' and from there try to find the disk, it will look like a drive with a letter, like D: go to the program you want on the disk, it should be called start or something similar. click the program name and click the open button.
If you have an older version of windows, you will see the run button as soon as you click the start button on the bottom left.
If you can't see any programs when you do this then something might be wrong either with your equipment or with the disk. Also you might inquire at your local public library or your town might have a senior help line at the city hall.
Thanks for your input, after an hour of searching I found a chat rep on the Adobe web site. He got me going and I now have it installed!
