Repetition. The more often you shoot in any location the easier it is for you to dial in the camera settings that match the lighting requirements. He had been shooting for many years at the Whitehouse and most likely could tell you what any particular rooms lighting is like.
That and talent. He didn’t get to be a presidential photographer because he’s mediocre.
