Pictures with people that close their eyes.
Here's one that fits the topic. Taken in 1979 with a Mamiya Secor 35mm film camera.
The best way, I found, it is to ask people to close their eyes and open them on a count of 3. The wait for one more count and take the photo. Almost never failed
Some people react to the pre-flash light that some cameras use to establish auto focus distance--and this causes them to blink--either avoid using flash or set the camera for multiple bursts as others suggested
The best way to fix this is when you press the shutter button. I used to say "Smile" and that's a trigger for eye shutters to do their thing. Now I say "Look intelligent". It works every time!!

It has to with Blink Rate. A priest asked me to do a portrait of him. I shot off a roll of 20 exposures in my film days and not one had his eyes open. That is when I learned about blink rate. It was before the digital capability of bust images.
Just observe before you shoot.
Did you not realize that he was praying?
set the shutter speed to -.5 sec. That will get them before the eyes shut
Some portrait shooters shoot small burst of 2-4 photos for each shot. If I recall a eye blink is 11 hundredths of a second...

Looking for a photo software program that can open peoples eyes.
Seriously, if you shoot one of those group family shots and aunt Bessie happens to have her eyes closed because she blinked there is a way to fix it, provided you shot two or three or more images of the same grouping. It's an easy fix in Photoshop to overlay an image of the family with Aunt Bessie's eyes closed with another image of her with her eyes open. You just "paint" out the closed eyes image and show the eyes open image. I had a big family shot with everyone but one guy in the shot. He just didn't fit into the shot. I overlaid the two images, the one with him and almost everyone else and the one with everyone else but him. Then I painted that guy into the shot and it looks great. It's not hard to do but you have to do some research on the Photoshop website.

Photo shop elements 2020 has a way to open closed eyes. I used it on old pics of my son when he was 1 to about 4 years old. It uses an eye from other pics to "replace" the closed eye. It worked pretty well for me.
Many years ago. I had a relative that I could not take picture of with her eyes open. No matter how much she tried they ended up closed in the photo. A google search showed me that there are those that a bright light triggers an involuntary response to close the eyes. That response is faster than the the shutter speed of a camera. When taking picture of her without flash, her eyes were open every time.
