This bird is a young turkey vulture (no red on it's face). Primary and secondary feathers are white in the turkey vulture. Just the primaries are white on the black vulture. Hope that helps with identification.

An impressive capture as the bird took flight. Others in another thread commented that if the eye is not seen it is not a good photo. This great photo belies that opinion.
