you can still use picasa. you just have to find an exe file to install it on your computer. I use picasa as an organizer but tend to edit in photoshop or elements unless I need something specialized like portrait professional
The only thing I can no longer do with picasa seems to be ordering prints from within the program.

I too had the same concern when Picasa was discontinued. I have Microsoft Windows 10 as an operating system
on my laptop computer and have had good success with MICROSOFT PHOTOS which is a preinstalled free app. The features are very similar to Picasa but better. This app is very easy to use and quick to learn.

Another vote for Adobe Elements 2020. It's a good, all around program (sort of like a lite version of Photoshop & Lightroom combined). Elements also enjoys a lot of aftermarket support... "how to" books and videos, plug-ins, etc. For example, for just $12 you can enhance it and add even more capabilities with Elements Plus (+).
A free 30-day trial of Elements is available... but I recommend you buy one of the "how to" books before starting a trial (to have answers at hand and get the best out of the trial period). Also the delay from the trial might cause you to miss out on the sale price, if it expires. $60 is the cheapest I've seen it all year (usually $100). Or, if you need to work with videos, there's also Premiere Elements 2020, sold bundled with Photoshop Elements 2020 for $90 (Premiere Elements normally sells separately for $100 too... While the bundle usually costs $150).
