Picasa still works. The only feature that does not seem to work anymore is the emailing function, but that can be circumvented easily with any email program.

The Photos editor that comes with windows 10 is surprisingly good. May be all you need and is ready to go if you use Win10

GIMP is free, has been around for a long time and works fine. Don't waste $.

Why not stay with Picasa if it served your purpose? I use Picasa and Faststone.
Didn’t say what platform but if mac Apple Photos does both the organizing of photos (Data Asset Management) and post processing. It’s free. If not I’d look at PSE and On1 as they both allow you to purchase the software and do both Data Asset Management and pp very well. Luminar 4 is a good product for pp but it’s Data Asset Management continues to have issues especially on PCs. My choice would be On1 and I own PhotoShop, LightRoom, On1, Luminar, Apple Photos, PSE, Topaz and Nik. I teach pp classes at the college level.
I second the Faststone folks' software. I believe they are based in Switzerland. Their Image View product is WAY less than $100 and, when I'm in a hurry, I can crop, modify, and save the result without destroying the original in under 60 seconds. These guys are way good SW mavens!
And that's the same amount of time it takes my PC to warm up and doesn't include the time for the PC to be turned on, warm up, getting its M$ operating system going, loading Corel's (they are based in Canada) PhotoFinish, finding the image, loading it, and opening the editing panel (I don't mind doing all that if I'm going to be editing, drawing, etc. all day). And, disclaimer --> I've been using the Corel suite since I got a beta of it at v.0.81 including making a couple thousand T-shirts for breast cancer patients, hundreds of slides for PowerPoint presentations when I was teaching. Well, you get the idea!

FastStone Image Viewer is a great editor (and more). FREE!
I have been usin PS7 for many years. I am able to do anythng I want with it. It is easy to learn but does not have bells and whistles of the later editions. But since I enjoy doing things not automated in editing it fullfulls my needs to a T.
ON1 Raw 2020 is about the same price as PSE2020 Comes with 30 day evaluation.
Exposure X5or Capture One if you are a fuji user.

I, also, am a happy Photoshop Elements user. There is so much more I need to learn and I've been using it for at least 10 years. It does exactly what I want.
