There could be a third reason. If the person tests positive for covid the people who came in contact with said person would be in danger of contracting the virus as well.

3. Covid has been known to cause inflammation and blood clots. If this “heart attack” was a complete surprise, they might want to explore underlying causes.

Only if the person lists all contacts before death.

In general, a "Covid related death" is someone for whom Covid was the primary cause of death; in particular, if there is no more obvious cause of death. In other words, someone who would be alive today if s/he had not been infected with Covid.

We have absolutely no connection to Cook county - different state. Our ruby red state does things as I explained it.
